2. Rate For Water Usage:
In addition to the quarterly minimum service charge, each customer shall
be charged a rate of $1.86 per 1,000 gallons of usage.
3. Required Minimum
Payment: The quarterly minimum service charge shall be paid regardless
of usage.
4. Multi-Units: The
quarterly minimum service charge for multi-unit residential dwellings
serviced through a single water meter shall be determined by the product
of the number of units times the quarterly minimum service charge for
5/8″ meter as established in this rate schedule. In addition, the rate
for water usage set forth in Section 2 here of shall be applicable to
multi-unit residential dwellings.

Fire
service lines shall be installed with an approved detector check valve
and a proper size by-pass meter. Any water not used for fire protection
and registered on the by-pass meter will be charged according meter size
established in this rate schedule.
Schedule II – Sewer Service, Effective December 1, 2001
1. Residential
Properties - All
residential properties, including single family dwellings, each unit in
a multi-family dwelling, including condominiums, townhouses and
apartments, and mobile homes shall pay a quarterly service charge,
consisting of a fixed minimum charge for up to 23,000 gallons per
quarter, plus and additional charge per 1,000 gallons in excess of
23,000 gallons per quarter as set forth in the following chart:

2. Non-Residential
Properties All
non-residential properties, including, but not limited to, office
buildings, mercantile establishments, automatic or self-service
laundries, public, private or parochial schools, churches, restaurants,
hotels, motels, movie theaters, supermarkets, and all other types of
commercial, institutional or industrial properties, shall pay a sewer
service charge based upon water consumption, which shall not be less
than a minimum quarterly service charge, as set forth in the following
chart:

Schedule III – Connection Fees Effective April 1, 2011
1.
Connection fees for connection to the water mains or sewer mains of the
Authority shall be computed on a dwelling unit or, where appropriate, a
“dwelling unit equivalent” (Due) basis. A dwelling unit equivalent shall
be 300 gallons per day, metered flow.
2. A charge
of $1,910.00 shall be paid for each dwelling unit or DUE connection made
to the water mains of the Authority. In addition thereto, a sum equal to
the Authority’s cost for the water meter, of whatever size requested or
required by the user including remote (outside) reading devices; except
in the event the developer provides the meter in complete conformity
with EWMUA specifications, in which event such sum shall not by charged.
3.
Connection exceeding the standard 1″ tap will be charged according to
size, time and material.
4. A charge
of $5,475.00 shall be paid for each dwelling unit of Due connection made
to the sewer mains of the Authority.
5. Garbage
disposal units are prohibited under the terms of a Township Ordinance.
6. In
accordance with the Rules and Regulations of the EWMUA, or when
necessitated by the terms of the Authority’s Board Resolution, capital
contributions for improvements to EWMUA facilities in addition to
connection fees will be required.
7.
Connection fees shall be paid at the issuance of a building permit for
of any structure. The amount of the connection fee shall be determined
at the rate in effect at the time of inspection for a certificate of
occupancy. Adjustments to connection fees shall be made and paid by
applicants prior to the issuance of a certificate of occupancy.
Connection Fee Schedule
A. The service
requirements for various types of residential and non-residential uses
shall be established by type of establishment, measurement unit, and
gallons per day. These service requirements are listed below and are
based on the projected flow criteria established by the NJDEP. See NJSA
7:14A-23.3 Projected Flow Criteria.
B The Dwelling Unit
Equivalent (“DUE”) shall be calculated by dividing the service
requirement expressed in Gallons Per Day (“GPD”) by 300 gallons per day.
The DUE calculation shall be rounded to the greater whole number.
C. The Connection Fee for
sewer and water service shall be calculated by multiplying the number of
DUEs times the sewer and water connection fee for a single DUE. The
sewer and water connection fee per unit shall be calculated in
accordance with State statutes and shall be revised in accordance with
the statute not less than annually.

The EWMUA shall
determine, in its discretion, the appropriate service requirements and
DUEs attributable to any use or structure which is not listed above.
E. The EWMUA reserves the
right to utilize a different standard for establishing service
requirements and DUEs for non-residential users in the event that such
user requires large quantities of water for manufacturing, processing,
or cleanup purposes.
F. The foregoing types of
use, service requirements, units, and GPD requirements are established
on the basis of certain assumptions, namely, that the premises will be
devoted to a particular use, and that the square footage of the floor
area will remain unchanged, thus utilizing a predictable quantity of
water, and/or generating s certain volume of wastewater. In the event
that subsequent to the connection, a change occurs in that (i) the
property is devoted to a different category of use than that existing at
the time of connection, or (ii) the property owner seeks to physically
expand the premises, or (iii) the actual water usage by the property, at
any time within twelve (12) months following payment of the connection
fee, demonstrates that a different use category should have been
utilized for calculating the appropriate DUE, the EWMUA retains the
right to re-open the original assessment of the connection fee, to
charge the property owner with the difference between the appropriate
connection fee and the connection fee paid.
The purpose of said
re-opener is to correct or adjust the original connection fee to reflect
the difference between the actual water usage and/or wastewater
generated by the customer or owner, and the estimated usage calculated
at the time of connection.
In the event that the
EWMUA exercises its right to re-open the calculation of the connection
fees for the reasons stated, it shall apply the connection fee
applicable at the time it determines to re-open the connection fee
calculation. Appropriate credit shall be given to the applicant for the
original connection fee paid, together with the pro-rated debt service
portion of any service fees paid to date, as calculated by the EWMUA.
The applicant shall be provided with written notice of the re-opener,
and further provided with the basis for the recalculated amount.
